PARIS — EU defense priority areas were endorsed by European Union member states on Monday, clearing five large-scale projects for joint industrial investment aimed at deepening cooperation and reducing duplication across the bloc.

EU defense priority areas eligible for EDIP support

The Council of the EU said the projects now qualify for financing under the €1.5 billion European Defence Industry Program. The selected areas cover drones and counter-drone capabilities, air and missile defense, maritime and seabed defense, space, and measures to reinforce the EU’s eastern flank.

According to the European Commission, €325 million has been set aside for European defense projects of common interest within the EDIP framework. The initiative seeks to curb fragmentation in the defense sector, although cross-border collaboration has often proven difficult amid competing national industrial priorities, illustrated by the collapse of a recent Franco-German effort to build a sixth-generation fighter.

European Commissioner for Defence Andrius Kubilius said in a post on X that the pan-European initiatives would benefit EU armed forces, support Ukraine, and strengthen overall security. He described the decision as a major breakthrough expected to address critical capability gaps, with an envisaged funding ambition of about €190 billion by 2036.

Large-scale cooperative European defense projects and timelines

The commission said the European defense projects of common interest are designed for cooperation on programs too large or complex for individual countries, and they are intended to outlast the current EDIP period, which runs through 2027.

The executive arm will work with participating states on implementation and oversight and anticipates providing financial backing. On average, 18 EU countries take part in each project, and Ukraine is involved in four of the five initiatives. Norway is also participating in several, the commission noted.

Drones, maritime, space, and air defense investments

The drone and counter-drone effort, known as Decoder, brings together most EU members along with Norway and Ukraine. Indicative total investment is estimated between €3.5 billion and €5 billion by 2033, according to a commission fact sheet.

The integrated maritime and seabed defense project, or IMSD, carries an indicative envelope of €43 billion to €72 billion by 2045. The space initiative under consideration envisions about €24 billion in spending by 2034.

Investment in the EU Federated Air and Missile Defence project, EU-FIAMD, which includes an early warning component, is projected at €55 billion to €80 billion by 2040.

Eastern border security focus

The Eastern Flank Watch project aims to bolster security along the EU’s eastern border through a comprehensive multi-domain approach. With 12 EU members participating alongside Norway and Ukraine, indicative investment is placed between €60 billion and €100 billion by 2036.
