The Pentagon GBAM challenge is the latest push by the Department of Defense to field inexpensive, long-range strike options at scale as stocks of high-end guided munitions run thin. Officials are seeking ground-launched, autonomously guided systems that can be produced rapidly at a unit cost below 250,000 dollars.
According to the department, the urgency stems from recent operations that highlighted the limits of relying on costly cruise missiles such as Tomahawk. The Ground-Based Affordable Mass, or GBAM, effort is intended to complement premium precision weapons with affordable, scalable long-range effects so commanders can hold more targets at risk, reserve exquisite munitions for priority missions, and sustain tempo during extended conflicts.
Pentagon GBAM challenge timeline and prizes
The Defense Innovation Unit has opened the GBAM Challenge, inviting companies to submit a pitch deck or white paper by Aug. 5. Selected entrants will move to a Phase II flight demonstration at a government test range in early November, similar in ambition to efforts such as the Ukrainian drone unit campaign to expand long-range strike options.
Those teams will deliver a 30-minute presentation and receive a 250,000 dollar prize.
Top Phase II performers may be awarded up to 5 million dollars to immediately furnish operational test quantities to units. Additional funding pathways could include Prototype Other Transaction agreements, follow-on production awards, and Small Business Innovation Research opportunities.

Requirements for long-range, low-cost strike
Program materials call for mature, affordable, long-range precision strike systems that can be demonstrated within 60 to 90 days, certified, and scaled to production within 12 to 18 months. While DIU does not prescribe whether GBAM should be a missile or a drone, it notes alignment with the Direct Reporting Portfolio Manager for Unmanned Systems mandate to field low-cost autonomous capabilities at scale.
The Pentagon seeks a favorable cost-per-effect at operationally relevant ranges, with limited burden on logistics, training, and sustainment. Threshold performance includes a ground-launched system with at least 600 nautical miles of range and a payload minimum of 35 pounds, with an objective of 100 pounds.
Desired features include automatic target recognition and autonomous terminal guidance, along with resilience to jamming and GPS denial through alternative position, navigation, and timing or redundant navigation methods suitable for maritime and other feature-poor environments.
DIU prefers solutions that avoid proprietary launch equipment and favor remote, low-signature launch methods. Companies should demonstrate existing capacity or a credible plan to build 100 or more systems per month.
Targets include a cost-per-effect under 500,000 dollars based on reliability and mission success, and an all-up flyaway price under 250,000 dollars at scale. Interested vendors can find additional guidance on acquisition pathways via the Defense Innovation Unit.
Parallel efforts to expand affordable mass
Beyond GBAM, the U.S. military is advancing other mass-producible strike concepts that are cheaper than legacy systems. These include the Family of Affordable Mass Missiles, or FAMM-BAR, which explores launching cruise missiles from cargo aircraft, and the Low-Cost Containerized Missiles program focused on hypersonic capabilities.
