NEW DELHI — India fighter engine ambitions for its fifth-generation combat jet have triggered a head-to-head contest between British and French aerospace firms seeking to partner on the program, according to officials and company statements.
Rolls-Royce became a leading contender after the British aero-engine maker and Reliance Industries announced this month their strategic intent to jointly design and manufacture an indigenous powerplant for India’s stealth fighter initiative.
The partners said they will also study the creation of a dedicated aerospace gas turbine complex in India.
Separately, France’s Safran has proposed developing a high-thrust engine with the state-run Gas Turbine Research Establishment for the Advanced Medium Combat Aircraft, or AMCA. The offer is under review by the Cabinet Committee on Security, the government’s top body for major defense approvals.
New Delhi aims to end decades of reliance on foreign propulsion systems, long seen as one of the most difficult elements of its fighter programs. Despite sustained efforts, India has yet to field an indigenous engine for a frontline combat aircraft, leaving domestically built fighters dependent on imported powerplants.
Early versions of the planned fifth-generation jet are expected to use the American GE F414 engine.
For later variants designated AMCA Mk-2, India is seeking a foreign partner to co-develop and share advanced technologies for a 120 kN class high-thrust turbofan. Rolls-Royce and Safran are competing for that role.
Earlier this year, the British company proposed developing the engines in India with full technology transfer and Indian ownership of the intellectual property.
Under the partnership framework with Reliance announced Aug. 14, the companies said they would go further by exploring the establishment of an aerospace industrial base in India.
A joint statement said the proposed gas turbine complex would build Indian capabilities across engine design, testing, production, and in-service support.
“Together, with our existing partnerships and capabilities in India, this marks a major milestone towards building a robust, self-reliant aerospace ecosystem in the country,” Rolls-Royce Chief Executive Tufan Erginbilgic said.
Reliance executive director Anant Ambani said the plan is to combine Rolls-Royce’s propulsion expertise with Reliance’s manufacturing and execution strengths to build the ecosystem. “India’s strategic autonomy requires sovereign capability in critical technologies,” he said.
Safran’s proposal has also advanced. The French firm has committed to co-developing a new jet engine with India and sharing the technologies needed to build and sustain it.
The plan includes training Indian engineers in skills deemed essential for future propulsion programs.
“It’s a complete transfer of technologies. We along with the Defence Research and Development Organisation are basically going to develop a new engine together in India. This is unique because no one else has made that offer,” Safran Chief Executive Olivier Andries told the Economic Times last November, adding that the package would include hot-section technology and turbine architecture.
With air power increasingly central to modern warfare, New Delhi’s goal is to master fighter engine development and secure access to a capability held by only a handful of countries.
Retired Air Marshal Anil Khosla, a former vice chief of the Indian Air Force, said India’s dependence on foreign suppliers is a core vulnerability. “Developing an indigenous engine is a non-negotiable priority,” he said, adding that the key question is whether prospective partners will share the deepest layers of process knowledge.

The India fighter engine push is focused on equipping the AMCA Mk-2 with a co-developed 120 kN class turbofan, while initial AMCA variants will field the GE F414.
Decisions under review by the Cabinet Committee on Security will shape industrial cooperation, technology transfer, and the potential creation of a local gas turbine ecosystem.
