The U.S. Navy Liberator program has emerged as a high-end standoff capability for uncrewed undersea vehicles, enabling heavyweight torpedo launch from the seabed in contested waters.
Unveiled quietly in 2025 within thousands of pages of research and development documents, the effort was described by the service as an alternative delivery system for torpedoes or similar devices. At the time, few details were provided beyond its containerized, expeditionary focus.
Newly surfaced information this year indicates the program is intended as a stationary seabed system that can launch various payloads. Development has been underway for years, and funding set for fiscal year 2026 supports prototyping and the build of a full-scale test article.
U.S. Navy Liberator aligned to Orca XLUUV
The concept is designed as a covert extension of the Orca Extra Large Uncrewed Undersea Vehicle, providing a means to emplace encapsulated Mark 48 Advanced Capability heavyweight torpedoes on the ocean floor. Budget material ties Liberator to Hunter, a known Orca payload delivery system, noting that Hunter’s testing and fielding are linked to Liberator’s progress. According to the Navy’s fiscal year 2027 research and development submission, the acquisition strategy for Hunter will be set in the first quarter of fiscal year 2028 to align with Liberator.
Imagery of Orca’s first payload module installation in 2024 showed at least one large vertically opening mission bay. That bay could accommodate a subsystem like Liberator, providing Orca with the option to deploy autonomous, leave-behind launchers rather than carrying out direct attacks itself. Earlier visual concepts depicted multiple heavyweight torpedo tube launchers, but a seabed-deployed system would keep the uncrewed platform at range.
Seabed launchers for chokepoints and denied waters
Operationally, Liberator could be placed well in advance in denied areas to await high-value submarines and surface ships, including targets in hard-to-reach places, according to budget documents. Multiple systems could be seeded across maritime chokepoints by Orca or other platforms, each holding heavyweight torpedoes proven in SINKEX ship-sinking events.
Pathways identified for Liberator include employment of Mark 48 ADCAP and Mark 54 lightweight torpedoes. Additional payloads could be integrated, such as one-way attack uncrewed undersea vehicles developed through the Defense Innovation Unit, or compact weapons like the Mark 54 Compact Rapid Attack Weapon that seeks to fit multiple torpedoes within ADCAP dimensions.
Range and lethality beyond legacy effectors
Liberator builds on a lineage that includes the Cold War-era Mark 60 CAPTOR and the more recent Hammerhead encapsulated effector, which uses Mark 54 lightweight torpedoes for anti-submarine warfare. An encapsulated ADCAP would extend engagement ranges beyond those systems, with publicly known estimates for the heavyweight torpedo exceeding 12 to 21 nautical miles. It would also significantly increase lethality. The ADCAP’s 650-pound warhead is designed to detonate beneath a hull for maximum damage, compared with Hammerhead’s 100-pound warhead intended for submarines.
Such a warhead could seriously damage a wide spectrum of vessels, from smaller combatants to very large surface ships. Emplaced in areas such as the Taiwan or Luzon Straits, seabed systems would be difficult to counter and could constrain adversary movements inside the Pacific’s First Island Chain.
Linked development timelines and upcoming tests
The program’s ties to uncrewed platforms were highlighted by a classified industry day in October 2025 that briefed partners on shared requirements for Liberator and Hunter. Officials did not provide additional public details at the time.
The Navy plans to use a competitive Other Transaction Authority to award prototype efforts to multiple bidders in the current fiscal quarter of 2026. Those prototypes will inform production decisions expected in fiscal year 2027. A maintenance and operational test plan is due in 2027, alongside initial fleet training, culminating in a late-2027 at-sea demonstration to validate end-to-end performance.
